Subject: Formal Request for Legal and Operational Information regarding MunDOGS

This communication is submitted to request specific documentation and information that will clarify the legal standing and transparency of the operations conducted under the name MunDOGS.

Under the State Transparency and Access to Public Information Law of Querétaro, organizations that receive public resources or perform functions of public interest have an obligation to maintain proactive disclosure and provide information upon request. Given that MunDOGS identifies as an animal rescue association and solicits public donations, it is necessary to clarify the following points. We request from Mundogs to provide the following legal documents:

  • Legal Constitution: Please provide a copy of the Acta Constitutiva (Notarized Deed) that establishes MunDOGS as a formal Asociación Civil (A.C.).
  • Tax Identification: Please provide the RFC (Tax ID) of the organization as a legal person registered with the SAT.
  • Transparency and Reporting: Please provide the Annual Transparency Reports for the 2024 and 2025 fiscal years, as required for authorized non-profit entities in Mexico.
  • Legal Domicile: Please provide a verifiable physical address for the shelter facility. The law requires a legitimate organization to maintain a registered legal domicile for inspections and public verification.
  • Financial Integrity: Please clarify why monetary donations are solicited via social media for deposit into personal bank accounts rather than institutional accounts in the name of a registered A.C..
  • Transportation Compliance: Please provide documentation of the Official Sanitary Certificates (per NOM-051-ZOO-1995) used for the inter-state transport of animals between Aguascalientes and Querétaro.

The provision of this information is essential to distinguish between a legally regulated non-profit and an irregular operation. Failure to provide such documentation upon request is a primary indicator of non-compliance with the standards of transparency and accountability required by Mexican Law.

A timely response with the requested documentation will ensure that the public and interested parties can verify the legitimacy of the social work performed by MunDOGS.
