Consular services is the central focus of this report. Ms Maria Gosse Ambassador of the Federal Republic of Germany to Mexico City Urgent request for review of consular operations compliance with Mexican laws and payment of damages caused since January 2023 Dear Ms Gosse I would like to begin by extending a warm welcome to Mexico and wishing you every success in your important role as ambassador I hope your administration will contribute to strengthening the bilateral diplomatic relationship which has deteriorated considerably in recent years I am writing to share information that requires your immediate attention Since January 2023 the Embassy of Germany in Mexico has implemented operational changes in its structure It was reported that full-time consuls were dismissed or demoted to honorary consuls while first-level contact via telephone email messaging and social media was outsourced to Thomas Wagner formerly consul in Querétaro and currently an honorary consul This was not a minor breach of transparency It directly relates to compliance with Mexican laws and regulations governing foreign missions within the country An honorary consul cannot simply delegate consular services in Mexico or operate as a substitute without diplomatic oversight The scheme described created a situation in which people seeking official representation were systematically directed to an external provider without adequate oversight or direct contact beyond the first level In my assessment this was not an oversight but a deliberate business model paid staff costs were reduced while maintaining names on the official list and redirecting inquiries If this assessment is correct the diplomatic mission knew that the arrangement violated applicable Mexican law but proceeded with the expectation that it would go undetected The consequences have been severe Several citizens have seen their lives seriously disrupted by this failure of consular services in Mexico The headquarters apparent inability to resolve its own problems has unduly shifted the operational burden onto local institutions and authorities The issues described below represent only a small part of a much larger problem Should the representation choose to continue down this path it will assume the corresponding legal responsibility The matter will ultimately be thoroughly examined in the appropriate courts On October 14 2026 I received an email from rk10 Zeiss Johan The address rk10 was previously used by Till Feldmann head of RK Mr Zeiss maintains that he works at headquarters and claims to have replaced Mr Feldmann It has been documented that rk is linked to one of the consuls but no person named Zeiss or Feldmann is formally registered under that email account Continuing these practices would only confirm an open evasion of any legal responsibility to the embassy What hasn t been resolved in three years won t be resolved by prolonging these irregularities History of violations from 2023 to date November 2023 Missing Person Report A German bank employee was reported missing The bank provided location data that was given to the diplomatic mission The mother was mistakenly told that the person was fine The report was never formally filed with the relevant authorities and remains open three years later November 2023 Alleged identity theft and cyberattack Several people in Querétaro were contacted by someone claiming to be a BKA officer in Mexico G tz Knobloch who threatened them with imprisonment An attachment damaged their computer equipment These events require a thorough criminal investigation December 2023 to January 2024 Repeated Emergency Requests For 27 consecutive days emails were sent with the subject line Emergency Situation Day requesting urgent assistance without receiving an effective response from those in charge of consular services in Mexico February 2024 Alleged Abuse of Authority Before Local Agencies It is alleged that the honorary consul instructed the state police to arrest a citizen for extradition The person was taken to the National Institute of Migration INM but the promised documentation never arrived If confirmed this would constitute fraud against local authorities and a serious violation of human rights February 2024 Meeting with the INM and degrading treatment People linked to the headquarters arrived in a vehicle with consular license plates from Querétaro It is alleged that an attempt was made to deport a citizen leaving him without proper documentation clothing or basic legal assistance May 2024 Alleged Interference in Tenancy Matter Ursula Koos sent an email to a tenant demanding the vacating of a property subsequently refusing to provide the landlord s contact information citing privacy The owner was reported to the SAT Tax Administration Service by the tenant himself in October 2023 The property at 20 Augustin Melgar Street is not registered with the SAT According to municipal records it is a green area a public space May 2024 to May 2025 Detention and Consular Ineffectiveness A citizen deprived of his liberty received only one visit in a year Calls to the consulate were automatically diverted to an unanswered line Documents issued during this period appear to be signed by Ursula Koos May 2024 Denial of Assistance and Improper Charge A request for assistance was denied by the official Mr Holdschick who charged the applicant a fee of 180 euros without clear justification These are serious matters concerning diplomatic management A formal complaint involving the German Embassy in Mexico the National Migration Institute INM and the State Police was filed in March 2026 The complaint states that the authorities acted in good faith and were victims of deception The German Embassy must assume its legal responsibility repair the damage and urge an immediate settlement We respectfully suggest resolving this matter before the victims are forced to demand strict compliance with Mexican law before the Attorney General s Office A public process would expose even greater irregularities This letter documents attempts at a peaceful resolution prior to taking legal action The response from the German Embassy in Mexico will define its ethical and legal stance Keywords German Embassy in Mexico compliance with laws consular services legal responsibility Related Documents and Links See the full chronology of events here Details of crimes since
