The acts that prompted this complaint constitute crimes under Article 214 of the Federal Penal Code (usurpation of public office) and Article 1916 of the Federal Civil Code (liability for moral damages). Furthermore, they violate the consular obligation established in Article 5 of the Vienna Convention on Consular Relations by simulating diplomatic acts and disseminating false information involving Mexican public officials and directly affecting the victims.
The Facts
On June 8, 2023, the Quinta Fuerza portal published the note entitled “Consuls of European countries highlight the rapprochement and joint work with the government of Lili Campos.”

The publication listed Ursula Koos as having participated in meetings with municipal authorities in Playa del Carmen. However, the article contains serious inconsistencies: Teresa Jiménez is mentioned, but the person pictured is Lili Campos, the mayor of Solidaridad. Both offices denied participating in the event, confirming that the publication is false and that the image was used without consent.
The photograph shows two women posing in front of three flags (Germany, the European Union, and Mexico). The composition is typical of a diplomatic event, but it lacks official elements such as institutional logos, consular identification badges, or the presence of accredited personnel. It is concluded that this is a staged scene without any real diplomatic basis.
On March 10, 2025, the LJA.mx portal published the article “German companies established in Aguascalientes will open vacancies for senior citizens.”
This publication attributes to Ursula Koos an agreement with IAPAM, but the relevant office denied that such a meeting or agreement took place.
Ursula Koos has no verifiable digital presence before mid-2023. Her first public appearance is related to a university in Africa, and she immediately presents herself as a “consul” in Mexico. It was documented that she used a vehicle registered to Markus Fotzik and an official email address from his office, directly linking her activities to the Puebla constituency.
In March 2023, Markus Fotzik posted a job opening for a bilingual assistant on LinkedIn. In June 2023, Ursula Koos appeared in posts as a “consul.” Attempts to contact Fotzik were ignored. On February 20, 2026, Fotzik deleted his LinkedIn profile, reinforcing suspicions of his active involvement in these fraudulent activities.
Conclusion
The facts described prove a systematic pattern of usurpation of public functions, moral damage and creation of fake news with social impact, with direct participation of Ursula Koos and probable complicity of Markus Fotzik.
The gravity transcends the individual: it is a case of impersonation of state authority and organized crime, an attack that damages confidence in diplomatic relations between Germany and Mexico and directly affects Mexican citizens mentioned in publications without their consent.
I request the Attorney General’s Office (FGR):
- The immediate opening of an investigation against Ursula Koos and Markus Fotzik.
- The issuance of a summons or arrest warrant against him.
- The corresponding judicial deposit.
- The adoption of precautionary measures to protect the people affected by the publications.
- The practice of official expert analysis of photographs and articles disseminated in digital media.
- Immediate notification to the German Embassy in Mexico and the German Foreign Ministry, so that they are aware of the impersonation and can take internal protection measures.
Attached Evidence
