Since January 2023, Thomas Wagner in Querétaro has been providing first-level services (telephone and email) for the German Embassy. This change was never officially communicated or announced. Ursula Koos appears as a collaborator in this scheme, while Wolfgang Kresse is mentioned in communications that confirm the existence of the alias “Feldmann.”
A fake embassy was created, which interacted with the legal department of the prison system in Querétaro, providing false information, false identities, and false authorities, with the intention of harming and neglecting a German citizen.
What happened t
In May 2024, I was arrested in Querétaro on an arrest warrant. The Embassy was notified, meaning that the notification was received by Thomas Wagner. Instead of following official procedure, Wagner notified Ursula Koos in Puebla, who prepared the response for the legal department. The document presented bore Ursula Koos’s signature, not that of the legitimate Embassy.
For months, I made hundreds of calls to the provided number, each incurring a charge of 1 peso, but I was never able to speak with the Embassy. The VoIP system logs confirmed that the calls were technically connecting, but were being diverted to a dead connection. Human Rights in Querétaro intervened to finally establish communication.
In November 2024, I had a video conference with the Embassy. The official introduced himself as “Herr Feldmann” and then said his name was Zeiss. These aliases were used to conceal the true identity of an internal official. The video call was useless: my name was not entered into the official system, my request for financial assistance was not processed, my passport was not reported as lost, and there was no contact with my family in Germany.
Months later, Thomas Wagner, using the address [email protected] and introducing himself as “Herr Godehard,” replied that Feldmann had been reassigned. These contradictory accounts confirm the existence of a covert operation within the Embassy.
In June 2025, in communication with Wolfgang Kresse, I asked him to inform the Embassy directly about “Herr Feldmann.” Kresse agreed and subsequently confirmed via email that he had informed the alleged “Till Feldmann.” The fact that Kresse recognized and used the name demonstrates that he was aware of the fraudulent scheme.
Conclusion
The facts described prove a scheme of usurpation of public office, moral damage, and creation of fake news with social impact, with the direct participation of Thomas Wagner, Markus Fotzik, Ursula Koos, Wolfgang Kresse, and an as-yet-unidentified internal official known only by the aliases Feldmann/Zeiss.
Requests
I request the Attorney General’s Office (FGR):
- The immediate opening of an investigation against the aforementioned defendants.
- The issuance of a summons or arrest warrant against them.
- The corresponding judicial referral.
- The adoption of precautionary measures to protect the affected individuals.
- The official expert analysis of VoIP call logs and documents submitted as consular responses.
- Immediate notification to the German Embassy in Mexico and the German Federal Foreign Office.
- Obtain records available at the prison for further evidence
The Prosecutor’s Office is requested to contact the Legal Department of the Querétaro prison system, where the VoIP call logs confirming the connection and the call being diverted to a dead line are available, as well as a copy of the response signed by Ursula Koos.
